Depends on the brand. Since you have to register Norton's online and continuously download updates, I'm sure they are are aware if you are violating their license agreeement.

It has to be on both computers. If it is a purchased product, like McAfee or Norton, check their licensing policy. If it is free , like avast, it doesn't matter, you can run it on both computers.
