You must get norton removal tool then after uninstalling you must run regedit and remove all norton and symatec registeri to get it completely gone.

Reboot your pc, when you first see your pc's info, (before it opens to your desktop) press F8 (top row of your keyboard) choose safe mode...go to add and remove programs and remove Norton Antivirus...reboot pc.
Norton av has to be uninstalled in steps if your using add and remove , look for anything that says symantic ,
try booting in safe mode and then try uninstalling
